At about 9:00 PM of May 8, 2012, joint elements of Provincial Public Safety Company and Provincial Intelligence Branch led by PSINSP MARK LESTER D ETEROZA under the supervision of PSUPT JOEL B DORIA, CC, PPSC in coordination with PDEA R3 under control nr 0512-00035 conducted Anti Narcotics Operations at Romulo Blvd., Blk 3, Brgy San Vicente, Tarlac City which resulted to the arrest of Jeffrey Borromeo y Macapagal @ Kumang, 32 yrs old, married, resident of Brgy San Pablo, Tarlac City. Investn conducted shows that a confidential informant informed that subject person was involved in illegal drugs trade and had just bought illegal drugs from unknown drug pusher along said place onboard a Rusi tricycle color blue with body number 8207 and without plate number. Upon receipt of the report, operating elements together with the informant strategically positioned to the possible route of subject person. The operating elements spotted the subject person in front of Red Cross, Brgy San Vicente, Tarlac City and upon seeing the Policemen, subject person tried to run but was immediately collared by the operating elements. Subject person suddenly threw one (1) heat sealed transparent plastic sachet and upon verification it contains suspected Methamphetamine Hydrochloride (shabu) weighing more or less .100. After informing of his constitutional rights, the arrested suspect and the confiscated pieces of evidence were brought to this office for investigation. During the investigation, the arrested suspect narrated his source of illegal drugs was Joel Mallari y Capulong, 35 yrs old, married, and resident of San Jose, Tarlac City. Immediately, operating elements conducted buy bust operation at Fairlane Subd., Brgy. San Vicente, Tarlac City wherein PO1 Joemat D Jarabejo who acted as poseur buyer was able to buy three (3) small pieces heat sealed transparent sachet containing suspected Methamphetamine Hydrochloride weighing more or less .522 in exchange of five hundred peso bill (P500.00) marked money with serial number AY 249219 and with marking JDJ . After handling the said items PO2 Ricardo L Silva and PO1 Jade Delos Santos who were strategically positioned near the place of transaction immediately arrested the suspect. A body search was conducted that resulted to the discovery and subsequently confiscation of the P500.00 peso bill used marked money. After informing of his rights the arrested suspect and the confiscated pieces of evidence were brought to this office for investigation. The inventory and photograph of recovered pieces of evidence were duly witness by Chief Tanod Rey De Guzman and Bantay Bayan Danilo Seriban both of Brgy San Vicente, Tarlac City and Jorge Hubierna of People’s Journal. A Case of Viol of Sec 11 Art II of RA 9165 is being prepared against Jeffrey Borromeo @ Kumang while Viol of Sec 5 Art II of RA 9165 is being prepared against Joel Mallari.
On May 8, 2012 at around 1:00 o’ clock in the morning, elements of Sta. Maria MPS conducted OPLAN SITA in Barangay Balasing, Sta. Maria, Bulacan which resulted in the apprehension of the suspected carnapper identified as CHRISTIAN MARIE ALZONA Y LANDICHO, 23 years old, male, single, tricycle driver and a resident of Block 59, Lot 15, Area 1, Sto. Nino, Sapang Palay, San Jose del Monte, Bulacan. Recovered from the possession of the suspect were the following: a) YAMAHA MIO, colored black, without plate number, engine number 1CV-031813, chassis number PA01CV000B0031942; b) HONDA TMX 150, colored black , without plate ,number, engine number KB509E226424, chassis number KB509226420; d) YAMAHA MIO, skeleton type, plate number MU-4517,engine number 5TL-228692, chassis numberMH35TL0036K228678, YAMAHA NOUVO, colored blue, without plate number, engine number 4P3-002948,chassis number MH34P30015K002971; e) RUSI MC, colored red, plate number 3940XJ,engine number GME150TC88901300. Prior to the incident, while elements of Sta. Maria MPS conducting Oplan Sita in Barangay Balasing, two (2) motorcycles on board three (3) male suspects were flagged down but instead of slowing down, they sped off. Because of their actuation, Sta.Maria MPS chased the suspects . One of the motorcycles met an accident while Sta Maria MPS were chasing them but the suspects on board immediately ran towards the ricefield but fortunately, Sta. Maria MPS were able to catch them and apprehended one(1) of the suspects indentified as CHRISTIAN MARIEALZONA y LANDICHO. During the interview with the suspect, he revealed that were responsible in the series of carnapping along Sta. Maria,Bulacan and nearby municipalities. He further revealed his cohorts as one CHRSITIAN GANDIA y BOLILAN, 32 years old, and one BRYAN QUINONES y ESTRADA, 26 years old, both residents of B59, Lot 33, area 1,Sto. Nino 1, Sapang Palay, San Jose del Monte, Bulacan. The suspect accompanied with Sta. Maria personnel and Barangay Sto. Nino officials showed their hide out which resulted in the recovery of other missing motorcycles. On May 8, 2012 at around 8:25 in the morning, one JULIUS GUEVARRA, 30 years old, employee, and a resident of Sitio Malawak, Barangay Guyong,Sta. Maria, Bulacan appeared and he reported that their YAMAHA MIO (skeleton type) was missing and he discovered that among the recovered motorcycles he identified the one as he reported. The arrested suspect and the recovered pieces of evidence were under the custody of Sta. Maria MPS while appropriate criminal complaint is being prepared.
On May 7, 2012 at around 8:20 in the evening, one MERLINDA ESPARAS, 42 years old, married, fish pond caretaker and a resident of Purok 8, Barangay Pag-asa, Obando, Bulacan and MARIO TALAG, fish pond owner, appeared to PPSC office and reported that they found a hand grenade at the vacant lot near their house at the fishpond located at Purok 8, Brgy. Pag asa, Obando, Bulacan. Upon receipt of the report, elements of PPSC proceeded to the reported place to verify the said report. Upon arrival at the place, one of the caretakers handed to the PPSC personnel one (1) hand grenade placed in a coconut husk. Immediately, they wrapped the lever with a masking tape to ensure its safety. The recovered fragmentation hand grenade was brought to PPSC Office for safekeeping and proper disposition.
At around 6:50 pm of May 8, 2012 a concerned citizen personally reported to COMPAC-2 San Fernando CPS that a group of male person were in the act of switching their registered plate number of their ridden Toyota Grandia Van along 2nd street, Dolores Homesite, brgy. Dolores, City of San Fernando, Pampanga. Upon receipt of the information, elements of COMPAC-2, San Fernando CPS led by PO3 Edwin Abad under the supervision of PCI Diosdado Nolasco responded to the scene and noticed the said van, white in color with plate number TXO-467. When the responding mobile patrol came closer to the said van, the crew of the patrol vehicle ordered the passengers of the said van to roll down their windows. Instead of heeding to the call of the police officers onboard the patrol vehicle, the said van sped off leading to Mac Arthur highway. Hence, a hot pursuit operation ensued until the said van was spotted along Omega street, St. Dominic Villa, Brgy. San Agustin, City of San Fernando, Pampanga. However, the driver and passenger of the said van already abandoned their vehicle. SOCO team led by PSI AMILYN MACLID was requested to conduct scientific examination to the abandoned vehicle by lifting of finger prints and recovered inside are the following items to wit, One (1) pair plate number RFN-560; One (1) pair plate number RKM-551; Three (3) pcs laptops; One (1) DVD player; One (1) Unit CPU’ One (1) pc computer monitor; One(1) pc gold ring; One (1) pc earring; Assorted documents; and Three (3) pcs screwdrivers. Personnel of San Fernando CPS are still conducting follow-up operation to identify the driver and passenger of the said vehicle and conduct investigation relative to the incident. The recovered laptops will be turned over to CIDG office for examination to acquire information that may lead to the identification of the suspects
On May 5, 2012 at around 6:30 in the evening, one ALMA CARPIO y CUNETA, 27 years old, a resident of 113 Emerald St., Saint Francis Subdivision, Barangay Pandayan, Meycauayan City, Bulacan, appeared to Meycauayan CPS and she reported that her daughter identified as AMBER JEANINE BALBAR y CARPIO, 3 years old, and her niece identified as ANGIELINE CARPIO y FRANCISCO, 4 years old, were missing and allegedly forcibly taken by an unidentified woman while they were playing in front of their house. Upon receipt of the report, elements of Meycauayan CPS were immediately dispatched and conducted investigation wherein they were able to locate a witness identified as one REGINE MAGALLANES y OLIVIA, 21 years old, single and a resident of Fuse Street, Meralco Village, Brgy. Lias, Marilao, Bulacan and revealed that at around 5:00 o’clock in the afternoon of the same day, she saw the missing children together with the unidentified woman and as she thought that the woman was their mother, she gave their used clothing for them (children). Another witness identified as one ISMAEL BARAMBANGAN y OLIVAR, 24 years old, single, mechanic, and a resident of Number 1, Quartz Street, Meralco Village, Barangay Lias, Marilao, Bulacan appeared and claimed that on May 6, 2012 at around 9:00 o’ clock in the morning, he saw the children passing their house with the said unidentified woman. Composite sketch of the suspect was made and the suspect is now a subject for manhunt operation. Coordination with the nearby orphanage is being done for information if in case said children will be brought thereat. On May 8, 2012 at around 7:30 in the evening, a telephone call from Pulilan MPS was received by Meycauayan CPS and it was reported that the missing children who were featured at ABS CBN Channel 2 were found by a concerned citizen in Barangay Dampol 1st and Barangay Cotcot, all of Pulilan, Bulacan at around 9:30 in the morning and 9:45 in the morning of May 6, 2012 respectively. The children were turned over to Barangay councilman Danilo Calderon who immediately coordinated with the Pulilan Police Station and later referred the children to the Social Welfare and Development of Pulilan on the same day. Coordination was made between Chief of Police of Meycauayan CPS and Pulilan MPS to fetch the children. On May 8, 2012 at around 8:00 o’ clock in the evening, the two (2) parents accompanied by the COP of Meycauayan and ABS CBN crew fetched the children and turned over to their parents after showing their birth certificates as proof that they were the legal parents of the children. The parents and their children were brought to Meycauayan CPS for proper disposition.
