The Search for PNP Model Families is a project undertaken by the National Police Commission (NAPOLCOM) in collaboration with the Department of the Interior and Local Government (DILG), Philippine National Police (PNP) and other member-agencies/organizations of the National Crime Prevention Week Interagency Technical Working Committee.
First launched on September 1, 2009 during the NCPW Kickoff Ceremony, the Search was implemented in 2011. According to NAPOLCOM Vice Chairman and Executive Officer Eduardo U. Escueta, this will not only serve as a vehicle in gaining support, cooperation, trust and confidence of an empowered citizenry in the police, but shall motivate law enforcers to put more emphasis and value on the moral aspect of the PNP Integrated Transformation Program (ITP). The Search, which intends to bring forth transformational leaders within the organization is anchored on the mission of achieving a highly capable, effective and credible police service working in partnership with a responsive community towards the attainment of a safer place to live, work, and do business.
In pursuance of its mandate, the NAPOLCOM shall again embark on giving recognition to deserving police families as well as promoting good family relations and encouraging police officers to become responsible and disciplined community leaders.
Guidelines
1. The Search is open to all uniformed PNP members who shall meet the following requirements:
a. Must be a family of a PNP uniformed personnel with legitimate or legally adopted child/children.
For the Family Category
A uniformed personnel of PNP, legally married, living together for at least 10 years and has been serving in the police force for at least 10 years at the time of the Search.
For the Solo Police Parent Category
A uniformed personnel of PNP, whether a widow/widower or legally separated for 5 years and above, legally married prior to his/her present status and left alone to bring up his/her child/children, has been serving in the police force for the last 10 years at the time of the Search and is duly registered with the DSWD as solo parent.
* For a Muslim nominee with more than one (1) family, all families will be evaluated. The family with the highest rating will be considered.
b. Uniformed PNP personnel who have been nominated in previous year but were not declared as winners at the national level may be nominated
c. National champions, 1st and 2nd runners-up winners of the previous year are no longer eligible for nomination in the succeeding Search for Model PNP Families.
2. Members of the local government units (LGUs), NGOs and fellow police officers who are not related within the 3rd degree of consanguinity and affinity may nominate their model PNP families.
3. The nomination form, which may be downloaded from the NAPOLCOM and PNP websites at www.napolcom.gov.ph. or www.pnp.gov.ph, must be duly accomplished and submitted together with the other documentary requirements to the Regional Search Committee (RSC) concerned.
4. Nominees for model families must come from their place of residence and not on the basis of the police officer’s place of assignment.
5. Nominees shall submit the following documents for review:
a. Marriage contract and birth certificate(s) and/or adoption papers of their child/children
b. Related citations/awards received individually by the husband, wife and their child/children or the family as a whole, issued by the PNP, LGUs/NGOs, schools, religious institutions or others
i. Only citations/awards conferred from the period December 2010 to December 2011 shall be accepted and considered valid.
ii. Citations/awards should be limited only to those that highlight outstanding services performed in the promotion of sociocivic, spiritual and moral, and community welfare and development.
iii. Citations/awards received due to outstanding performances/services as police personnel shall not be considered as a supporting document.
c. Barangay certificate/clearance on the status or moral standing and participation of the nominated family in civic organizations in their barangay.
d. Certification of the family’s Good Moral Standing from religious leaders is a plus factor but not mandatory.
e. For the nominees of solo police parent category:
i. Certified photocopy of identification card (ID) issued by the City or Municipal Social Welfare Office (C/MSWO), and
ii. Certification from the C/MSWO of his or her present status.
6. Nomination forms and pertinent documents submitted should be organized and packaged neatly with table of contents.
Criteria
The contest criteria are focused on assessing the type of relationship established by the parents with their children and vice versa (i.e., parent-children, children-parents and child-sibling relations), social conduct and relationship of each family members with other members of the community, which exemplifies ideal Filipino police family behavior, and involvement of family members in community affairs particularly those that promote socio-civic, spiritual and moral development as well as community welfare and development.

First, DOING AND TRAINING IN THE BASICS.
(Ano ang ba ang kailangan gawin ng pulis sa araw-araw?).
Ang pulis ang kailangang tumulong sa mamamayan sa paraan na napapangalagaan niya ang seguridad nito sa bahay, sa pagpuntaniya sa trabaho, sa kanyang pag-uwi, sa paghatid ng mga anak sa eskwela, o sa lahat ng pang-araw-araw na gawain.Paano niya gagawin ito? Gagampanan niya ito na may paggalang sa kapwa, sa pinakamabilis at sa wastong paraan. Discipline, Courtesy, Good Manners and Right Conduct, Accountability, Command, Leadership. We will train and re-train our police to his basic job with competence At the same time, we will intensify training on basic capabilitieslike investigation, proper first-responders actions and procedures, crime scene preservation and management, case build-up, proper use of the firearm, arrest and handcuffing techniques, and the like.We will train in the basic skills of a police officer.
Second, PROCUREMENT REVIEW.
Review and streamline the procurement system to ensure our equipment and resources serve their process and help our officers do their job. Set proper standards and specifications attuned to the requirements on the ground.
Third, EQUIPAGE.
Enhance equipage for basic police units and specialized units. Interoperability is the standard that we must follow, to ensure that we use our available resources with efficiency to achieve maximum effectively.
Fourth, POLICE-COMMUNITY PARTNERSHIP.
Revitalize and institutionalize the partnership between the police and community, with the local chief executives as moving force. Community relations are essential in rebuilding the trust and confidence of our people in the PNP. We must interact with them, listen to their needs and build safer communities together.
Fifth, DOCTRINE DEVELOPMENT.
Review doctrines, manuals and operational systems based on our 109 years of service from ten days of the first Philippine Constabulary in 1901. Many of the incidents over the years can yield lessons that we must share up and down the ranks.... We are not learning enough from the past.
Sixth, REWARD AND PUNISHMENT.
We will implement a more responsive system of rewards and punishment, with the commander on the ground as the main proponent. Erring personnel must be dealt with strictly and with dispatch. Police commanders must exercise their disciplinary authority without fear or favor. Good work must be rewarded. Abuse must be addressed with the full force of the law. We will motivate our people to perform their duty well. This is one way to promote a positive perception of the PNP and its personnel.
Seventh, HUMAN RIGHTS.
We will propagate the full appreciation and implementation of the human rights framework. We will be true to the calling thatpeace officers are the protectors of lives and properties. The protection of human rights is the most basic of police functions..... Dapat nasa konsiyensya, nasa puso at nasa isip ang pagrespeto at pagkilala sa karapatang pantao.
Eight, MENTORING LEADERSHIP.
We shall develop and engender the culture of mentoring leadership. We shall encourage teaching interaction to ensure that experiences and learnings are passed on up and down the ranks. Let us strengthen the PICE's, so that commanders and other more senior personnel may teach/mentor those who are junior to them. Like a true PNP family, we will teach each other, we will learn from each other. We will also practice "cautioning", as we look out for each other. Having said these, I am convinced that all these priority actions will enable the change we are working for in two key areas: BEHAVIOR AND PERFORMANCE OF DUTY. Magandang Asal at Tamang Pagganap sa Tungkulin. Dito tayo magsisimula upang ang pagbabago ay isapuso at isaisip nating lahat sa PNP.
GENERAL QUALIFICATION FOR APPOINTMENT
Except for the last qualification, the above-enumerated qualifications shall be continuing in character and an absence of any one of them at any given time shall be a ground for separation or retirement from the service: Provided, that PNP members who are already in the service upon the effectively of RA 8551 shall be given at least two (2) years to obtain the minimum education qualification and one (1) year to satisfy the weight requirement.

Ad Hoc Screening Committee:
Ad Hoc Screening Committee that shall be responsible for the widest dissemination of vacancies in the area and determination of the fitness of police applicants.

Screening Procedure
a. Preliminary Interview/Screening – A point system shall be applied in the assessment and evaluation of the measurable qualification standards possessed by an individual applicant. The applicant shall be interviewed personally by the Screening Committee. If the applicant qualifies, he/she shall be required to present or accomplish the following:

c. Psychological and/or Neuro Psychiatric Test – To exclude applicants who may be suffering from any mental disorder, the applicant shall take a psychological and/or neuro-psychiatric test to be administered by the PNP, or any duly recognized institution and meet all the requirements in paragraph (a) above.
d. Character and Background Investigation – The Screening Committee shall cause an intensive investigation to be conducted on the character and background of the applicant with the end in view of determining his character reputation and possible involvement in any questionable or criminal activities as well as his propensity toward violence or use of force.
e. Physical and Mental Examination – In order to determine whether or not the applicant is in good health, free from any contagious diseases, a physical and medical examination must be conducted by the city/municipal health officer or PNP medical officer after he/she qualified for preliminary interview.
f. Final interview (25 pts) – The Screening Committee shall interview the qualified applicant for suitability for police work. The interview shall aid in determining likeableness, affability, attitude towards work, outside interest, forcefulness, conversational ability, disagreeable mannerism, etc.
g. Oath-Taking – After the final deliberation and through selection among the qualified applicants, the successful applications shall take their oath of Office.
h. Probationary – period of at least twelve (12) months.
The New PO1s must undergo the Public Safety Basic Recruit Course (PSBRC) and Field Training Program in order to attain permanent status.
